A committee whose members are from two or more different organisations. In the context of the staff representation at the Commission this means that the committee members are:
- 50% HR (‘the administration’)
- 50% trade unions and staff associations (OSPs).
Joint Committees at the Commission can be attached to the Central Staff Committee (CSC [1]) or to the Local Staff Committee (LSC): Brusels, Luxembourg, Ispra/Seville, Karlsruhe, Petten, Geel, France and Outside the Union (‘hors Union’/’CLP-HU’).

For unknown reasons preference is given to the French abbreviation CLP-HU in all texts. LSC-OU is never used and is unlikely to be understood.
CLP-HU is one of the 8 local staff committees: this one is for those in the 143 diplomatic missions and Offices outside the EU (‘Delegations’) around the world and across all time zones [2] or at the Brussels headquarters (HQ) of the the European External Action Service (EEAS [3]).
