The European Commission has many sites, some bigger ones, like Brussels, Luxembourg and Ispra, some smaller ones like the smaller JRC sites (Karlsruhe, Geel, Seville) or the satellite site in Grange, Ireland (technically part of Brussels) – home to directorate F (‘Health and food audits and analysis’) of DG SANTE and some colleagues from DGT – not to forget the support staff from the different offices. The Commission continues to make savings, this time by permanently closing both the childcare facilities in Grange, Ireland and LACC canteen in Luxembourg. We’ve already mentioned the short-notice permanent closure of the Hitec (HTC) building at the end of 2022 and the short-notice change of the newest Commission building (MERP) from open space to hot-desking in open space ‘dynamic, collaborative space (DCS)’ just as staff moved in (March 2023). *Update 24.07.2023 Luxembourg national legislation now includes the right to disconnect, though the situation on the ground needs some work.* *For those of you who remain in the office keeping the Commission standing (thanks!), please check out the heatwave instructions for dealing with hot offices and the list of buildings to be temporarily closed under Buildings Energy Saving Together (BEST) 2023. Read our related article on how these closures undermine the insistence that working from home is voluntary.*
With many of us now looking forward to enjoying some well-deserved leave over the summer, we remind you that annual leave is your time to do with as you will. It is not there for you to catch up on work still needing done, it is not there for you to ‘clear your feet’ with projects, it is not there for you to monitor what is or is not happening back in the office. Being reachable all of the time is draining, contributes to burnout and can allow bullying/harassment to continue round the clock and unabated. Take this time for you and leave the office behind! We encourage you to rest and to recharge your batteries during the end-of-year days: this is not an opportunity to get work done! Please, as far as you can, switch off your devices, mute notifications and disconnect: take the time for you. Why not already schedule your out-of-the-office message in Outlook today? It’s one thing you can score off your end-of-year ‘to do’ list. We present a list of suggestions here in no particular order. Please feel free to get in touch to add to this list if you’d like to share what works for you!

Many rumours are currently spreading around the potential closure of Commission buildings during winter. It seems that we now have a clear winner: the Commission has decided not just to close the Hitec (HTC) building in Luxembourg temporarily, but to abandon it completely. The building, home to DG SANTE’s directorate B, is to be handed back to the owner by the end of the year, yes this current year. Continue reading Building closures in winter – ding, ding, ding, we have a winner
*Update 10.05.2023 closing buildings announced as a great success success, but the figures are incomplete.**Update 14.12.2022 many buildings will be closed between Christmas and New Year. Here is a list. Here is how to find and book a desk.* *Here’s our 30.11.2022 note to HR asking (again!) that the lump sum be paid.* Original article: In August 2022 we asked whether working from home could really be considered voluntary, given the general reduction in office space across the Commission and the closure of many buildings for several weeks over the summer as part of the Buildings Energy Saving Together (BEST) Action. *Update 14.07.2023 many buildings will again be closed over the summer. Here is a list of buildings and dates (note Luxembourg is mentioned only at the bottom). Here is how to find and book a desk (Brussels only).*
There’s a disconnect between the image presented in the working time and hybrid working (WTHW) decision and the reality for Commission staff in terms of choice of work location and working-from-home (WFH) costs. First on choice, the WTHW states that WFH/teleworking is voluntary (Article 9(3)) while the Commission simultaneously pursues a building policy of reducing overall office space and open-plan/hot-desking environments. Would there really be a desk for everyone if all Commission staff chose to work from the office at the same time? Continue reading Is working from home really voluntary?
