Conference: the 2024 reclassification and promotion appeals season opens Thursday 13 June, Generation 2004 is here to help

Every year, the promotion [1] and reclassification [2] procedures, for officials and Contract Agents (CAs) respectively, go through several stages to culminate in formal recognition (or not) for the job performed during the previous years. During the first stage, your DG’s hierarchy put together draft reclassification and promotion lists according to the DG quota distribution.

They discussed those lists with the staff representation (trade unions and staff associations (OSPs)). This first stage is now over and the DG reclassification and promotion lists will be published in Sysper on Thursday 13 June [5]!  Please consult Sysper and check whether you are proposed for promotion/reclassification.

In case you are not proposed for promotion/reclassification, do you want to know whether it makes sense for you to appeal and, where it does, how to draft it?

There are different rules for different staff, for example Contract Agents 3b cannot be reclassified, even though they are evaluated. Check the table in last year’s article [6]to see whether you are eligible and the average speeds.

If you are proposed for promotion/reclassification – Congratulations!!!

For those of you not proposed, there is still another opportunity to grasp a desired promotion/reclassification. A small amount (5% of the overall  quota) will be proposed on appeal by the Joint Committees for Promotion and Reclassification in October/November, where Generation 2004 participates.

If you are not proposed for promotion/reclassification, and you feel the reason is not related to your performance but to other reasons: mobility, parental/maternity leave, change of line manager, personal conflicts etc., you may file an appeal in Sysper.

Please be aware that you must file your appeal within 5 working days from the date of publication of the proposal lists (in principle Thursday 13 June).

Your appeal will be examined by the committee and may result in your name being added to the list of reclassification proposals. Ultimately however, it is the Appointing Authority that takes the decision to promote members of staff.

As usual Generation 2004 will assist colleagues by reviewing draft appeals and offering advice on how to improve your appeal text. To do so, please register via our online form and we will then contact you to let you know who from our team will work with you and to arrange for a meeting if you prefer to talk to us.

Contract Agents (CAs) were created by the 2004 staff regulations Reform. There are two types of CA: those with unlimited contracts, 3A [12] (‘indefinite’and those with time-limited contracts [13], 3B [14].  CAs can belong to 4 different function groups (\'GF\') with different responsibilities and salaries [15].



As the use of contract staff becomes increasingly common, there has been a corresponding increase in the diversity of status and pay of the Commission’s workforce. For example, GFIV contract staff meeting the same minimum recruitment requirements (education and experience) as junior administrators may earn 28 % less.
