For those of you not proposed for promotion or reclassification and who feel the reason is not related to your performance but to other reasons: change of unit/department, parental/maternity leave, change of line manager, personal conflicts etc., you may file an appeal in Sysper.
Generation 2004 will discuss how to draft such an appeal and answer your questions. The conference will take place on Thursday 15 June 2023 from 12.30 to 14.00 via WebEx.

Five percent of the overall promotion quota) is dedicated to those who appeal and agreed upon by the Joint Promotion Committees in October, where Generation 2004 participates.
Please be aware that you must file your appeal within 5 working days from the date of publication of the proposal lists [*] (normally 22 June for Brussels-based Commission staff (24 for Luxembourg: happy national day!)) [**]. Further, if you are in grade AST1 or AST2 in the Commission, you must appeal: your DG did not receive any quota this year, because there are not many colleagues in these grades in the Commission. Therefore, the Joint Promotion Committee will receive all quotas for these grades!
Your appeal will be examined by the Joint Promotion Committee and may result in your name being added to the list of promotion proposals. Ultimately however, it is the Appointing Authority that takes the decision to promote members of staff.
As usual Generation 2004 will assist colleagues by reviewing draft appeals and offering advice on how to improve your appeal text. To do so, please register via our online form and we will then contact you to let you know who from our team will work with you and to arrange for a meeting if you prefer to talk to us.
Please beware that it is up to you to draft your (short) appeal and we will review your draft but, due the number of cases and the shortness of the period, we are unable to write it for you or with you. To help you get started please feel free to download and use our template.

[*] Appeal deadlines for both reclassification and promotion are extended ‘… if, and for as long as, the jobholder is unable to use SYSPER (for example for reasons of annual leave or sick leave).’
So, even if the appeal tab is no longer visible in SYSPER, if you believe this applies to you, please contact HR [7]e.g.
‘Dear colleagues, Please re-activate the appeal button in SYSPER. I would like to file my appeal against my exclusion in the list of proposal for promotion/reclassification [delete one] this year. However, the corresponding tab in Sysper is no longer available. I was unable to use SYSPER due to sick leave/annual leave/etc. [delete as appropriate] and so for me the period of 5 working days has not yet expired. Please advise how to proceed.’
Please note that CA 3b staff cannot be reclassified [8] meaning that, frustratingly, no matter how good your appraisal, there are no rewards associated with it.
Please note also that the EEAS has a different timetable: the list will be published ‘Mid-July’ [9]. In 2022 the list was published 11 July [10].
