Welcome to this latest edition of the Generation 2004 newsletter. Generation 2004 again invites the Commission to show some flexibility [1] in return for the exceptional flexibility shown by staff, the first step could be to pay the teleworking lump sum agreed in the new Working time decision. Please participate in our utilities bills survey [2]: we want to compare results with last year’s survey to build a stronger case.

Generation 2004 lists the underwhelming ‘progress [3]’ declared on the 12 actions for Luxembourg. Luxembourg colleagues, please vote! [4]

We have managed to get a sysper error [5] corrected, much to the relief of colleagues, let us know if you’d like us to check other worrying messages. We are pleased to note that helplines are available for HR, PMO and JSIS [6], please make use of them: don’t let these disappear in the next ‘use it or lose it [7]’ round at the Commission.  We also outline the options remaining for those who were not reclassified/promoted [8] this time round.

Contract Agents (CAs) were created by the 2004 staff regulations Reform. There are two types of CA: those with unlimited contracts, 3A [15] (‘indefinite’and those with time-limited contracts [16], 3B [17].  CAs can belong to 4 different function groups (\'GF\') with different responsibilities and salaries [18].



As the use of contract staff becomes increasingly common, there has been a corresponding increase in the diversity of status and pay of the Commission’s workforce. For example, GFIV contract staff meeting the same minimum recruitment requirements (education and experience) as junior administrators may earn 28 % less. (European Court of Auditors, 2019, Special report no 15/2019 [19]: Implementation of the 2014 staff reform package at the Commission – Big savings but not without consequences for staff, point 61, page 34)

We have a working group dedicated to the dossier, and in December 2012 we addressed the first of many letters (\'notes\') about Contract Agents to Human Resources of all Institutions and agencies [20] (here is the cover e-mail [21]).
