Promotion/reclassification exercises 2021

As you probably know, this year’s promotion (officials) [1] and reclassification (Contract Agents) [2] exercises will end with the publication of the final lists this week here [3] (according to our information it will be on Wednesday, 10 November 2021) [1].

If your name is on the list you will be promoted/reclassified (changes will be visible in your December 2021 payslip) and Generation 2004 would like to warmly congratulate you.

However, if all of the following are true then you may still file an Article 90 [4] complaint.

  1. your name is not on the final list,
  2. you were eligible,
  3. you believe you deserve promotion/reclassification
  4. [added 15.11.2021] you appealed [5] your non-inclusion in the draft list in June.

We calculate that the deadline for sending a complaint is 9 February 2022 (based on publication date as above, 10.11.2021) and the Generation 2004 team are ready to assist you in this endeavour: if you need help please check out our promotion [6] and reclassification [7] templates. Feel free to contact us [8]! [update 15.11.2021, note that we expect to respond in early December (post elections [9])].

Although we describe this process as an endeavour you can find some (though not a lot) of success stories (Indomitable spirit. Taking on the institutions and winning! [10]).

See our take on how the promotions system works [11], an explanation of our position [12] and related articles [13].

For the HR explanation here are the staff matters links: promotion [14]/reclassification [2] [2].

As always, if you have any questions or comments, feel free to contact us [8].

[1]Thanks to our colleague for taking the time to write to us and point out that local agents have a different situation. List publication dates are also different: for those in Delegations it is the end of November [15] (no date yet) for those in  in Representations our guess is 15.11.2020 (in 2020 it was 4 days after reclassification/promotion lists).

[2] Thanks very much to our Brussels colleague for pointing out the out-of-date link we originally posted for promotion [16]. CDR marks relate to the now-obsolete (2002-2008) ‘rucksack’ appraisal system. We have now fixed this above, thanks again!
