Original article: Generation 2004, the only staff organisation with all representative staff categories in its team, is here to listen to you and your concerns and to develop together with you our positions on many work- and well-being-at-work- related issues. The Generation 2004 team has made a solid contribution to defend the interests of Contract Agents (CAs), the category of staff with the most uncertain future.
We provide:
- a strong voice in the social dialogue, inter-syndical and internal negotiations, local and central staff committees,
- permanent administrative assistance: individual sessions on personal and professional issues,
- clear and useful communication [1]: lunch events, newsletter articles,
- active assistance with the reclassification process and the Joint Reclassification Committee.
We petitioned the European Parliament [2] on the implementation of non-discriminatory employment conditions and career prospects for the non-permanent employees and contract staff at the European institutions. We got 1415 signatures [3] and the response [4] described as-yet-unseen action via the new HR strategy.
If you want to be involved in the discussions, political decisions, please share your opinion with all of us in the very nice and informal environment. Therefore, we have organised some meetings for you!
We would like to invite you to lunchtime meetings dedicated particularly to a CA perspective [5] but everyone is, of course, most welcome to join in!
The Generation 2004 team is taking its principles and beliefs seriously, so kindly make use of this invitation and be vocal about your concerns and ideas for improvement your work conditions!
For any other questions do not hesitate to get in touch [6] or leave a comment below.
If you appreciate our work, please consider becoming a member of Generation 2004 [7]

Contract Agents (CAs) were created by the 2004 staff regulations Reform. There are two types of CA: those with unlimited contracts, 3A [16] (‘indefinite’) and those with time-limited contracts [17], 3B [18]. CAs can belong to 4 different function groups (\'GF\') with different responsibilities and salaries [19].
As the use of contract staff becomes increasingly common, there has been a corresponding increase in the diversity of status and pay of the Commission’s workforce. For example, GFIV contract staff meeting the same minimum recruitment requirements (education and experience) as junior administrators may earn 28 % less. (European Court of Auditors, 2019, Special report no 15/2019 [20]: Implementation of the 2014 staff reform package at the Commission – Big savings but not without consequences for staff, point 61, page 34)
We have a working group dedicated to the dossier, and in December 2012 we addressed the first of many letters (\'notes\') about Contract Agents to Human Resources of all Institutions and agencies [21] (here is the cover e-mail [22]).
As a background you can see the report of the Commission to the Council regarding the recruitment of the contract agents in 2010 [23] (in French, COM(2011)802 final 23.11.2011).
