Generation 2004 – Promotion appeals 2018

Every year, the promotion procedure for officials goes through several stages to culminate with the allocation of promotions. During the first stage, your DG’s hierarchy puts together draft promotion lists according to the DG quota distribution and discusses those lists with the staff representation. This first stage is now over and DG promotion lists are out! Please, consult Sysper and check if you were proposed for promotion.

If you were proposed for promotion, congratulations!!! If not, and if you believe you deserved to be promoted, then you should consider appealing as you may still get another (slim) opportunity to grasp the desired promotion. 5% of the overall promotion quotas will be attributed after all appeals have been reviewed by the Joint Promotion Committees in October.

Please remember, there is a 5 days deadline to file an appeal and Generation 2004 is here to assist you.

Following this year’s meetings with the Directors General, Generation 2004 suggests you to look into the following issues, which could influence your decision to appeal:

Despite a fairly generous overall quota, the quota distribution among DGs remained purely mechanical and therefore presents a major factor for distortion. If you feel that your grade has not been treated fairly in your DG, you may consider filing an appeal.

On top of this, the big issue remains the distribution (or non-distribution) of the so-called fast promotions. Fast promotions are often allocated in a non-transparent and ambiguous manner which creates confusion and dissatisfaction… With the increased workload, there is a tendency to entrust tasks previously assumed by high-grade officials to whoever is around and to overload the colleagues in low grades because they cannot “say no” if they want to be promoted. If you think of your tasks as being of higher responsibility than what could be expected from someone in your grade or you feel you have been asked to “work for two”, you may consider filing an appeal.
