In the first article about our health insurance system, we introduced the limitations of JSIS cover and the difference between complementary health schemes which usually cover either “hospitalisation only” or “hospitalisation and other medical expenses”.

Follow-up on last week’s fight for climate

Generation2004 supports the EUStaff4Climate initiative, a bottom-up initiative of colleagues exercising their rights as EU citizens concerned about our common future and the future of our children while staying fully loyal to our institutions. Formed in March this year, the group has come up with a petition of EU staff addressed to EU leaders and has participated in many climate events. The electoral system of the Luxembourg LSC is flawed and should be changed!!!

Trade unions and staff associations (OSPs) representing almost three quarters of staff in Luxembourg but having a minority (30% of seats) in the current the Local Staff Committee (mandate 2016-19) are convinced: The electoral system must be changed towards a proportional distribution of seats. A proportional seat distribution is necessary to revive true discussion and consensus-finding among the plurality of opinions as well as the possibility to bring in new ideas to the Local Staff Committee (LSC) by all members. DG COMM staff expresses its opinion on rotation and mobility

About two weeks ago Generation 2004, in close cooperation with a couple of colleagues from DG COMM’s EC Representations, launched a short survey on rotation and mobility in DG COMM. Thanks to all responders, mainly from Representations (94%), not only we are now sure the system needs to change, but we also know what are the most pressing issues DG COMM staff working in the EC Representations faces today. Social Dialogue in the Executive Agencies: A state of play.

Several rounds of bilateral discussions have been held over the last few months between the Directors of the six Executive agencies (EAs) and the trade unions and staff associations (TUs&SAs) as well as  between the latter and the EAs Staff Committees (SCs) with the objective of paving the way for the introduction of the long-awaited social dialogue in the EAs. Recently, on 19th June, representatives of all three groups of stakeholders (EAs Directors, EAs SCs and TUs&SAs) sat around the same table for the first time, although EAs SCs were invited only as observers and at the very last minute. The End of 23 Years of Institutional Illegality

In 2016, a retired official of the European Parliament (EP) and a member of our Joint Sickness Insurance Scheme (JSIS), took nine sessions of oxygenation therapy at the CHEM medical center in Esch-sur-Alzette and was charged 5.600€. For Luxembourg nationals, who are members of the “Caisse nationale de santé luxembourgeoise” (CNS) these treatments are free of charge. Our retired colleague appealed to JSIS for protection against this discrimination. Instead of supporting him, JSIS said the charges were fair under the 1996 convention between hospitals of Luxembourg on one side and the Commission and EIB on the other. It asked him to pay 843.01€ as his 15% share of the CHEM treatment bill. He then filed an Article 90 complaint with the EP and when that was rejected took his case to Court of Justice of the European Union (CdJ).  Continue reading The End of 23 Years of Institutional Illegality

Is the Luxembourgish government asking for the opening of the Staff Regulations?

Recently, a local trade union from Luxembourg disseminated information referring to supposedly extremely reliable sources that the Grand Duchy of Luxembourg had informed the Representative of the European Commission last month of its wish to see a correction coefficient introduced for Luxembourg. An official request by the Cabinet of the Luxembourg Government was due for adoption and sent to the European Commission. This would mean a split off from Belgium and a change to the Annex XI of the staff regulations of the European Civil Service.
