In a recent internal communication on the 2026 Delegation rotation exercise [*], the European Commission announced opportunities for AST and AD staff to take up posts in European External Action Service (EEAS) Delegations around the world. Yet, one function group was (again) clearly overlooked. AST/SC staff are not even mentioned there, you have to dig to find any mention of this function group. Qualified but discounted: The hidden injustice in EU hiring
*Update 06.10.2025: the issues outlined below are often called ‘juniorisation‘ within the Commission, but this term is not widely understood.*
Original article: Many colleagues across the EU institutions are increasingly frustrated by outdated and overly rigid eligibility rules in EPSO competitions, institutional vacancy notices and CAST recruitment. Fair access: Advocating for function group advancement for Contract Agents
Limited job mobility for Contract Agents. Contract agents (CAs) face significant barriers when seeking job security, never mind career advancement. Reinforcing mobility for contract agents
*Update 17.06.2025: reply from DG HR to our note. Generation2004 has taken a closer look at the potential to change post or DG (‘mobility’) of Contract Agents (both permanent 3A and non-permanent 3B), triggered by the feedback from our members. We are astonished how restrictive and inflexible the system continues to be. We are convinced that a lack of mobility in general hampers career growth which can lead to frustration, demotivation, burnout and contribute to long periods of medical leave. A change is needed!
