The promotion/reclassification process is not particularly user-friendly. It’s not always clear how DGs choose who to reward, nor why some years appear to be better than others. There are situations suggesting that  some staff are less favoured, while some staff are evaluated as ‘not applicable’, regardless of how well they work. Newsletter editorial – 09-01-2023

A very happy and healthy new year to you all and welcome to the first Generation 2004 Newsletter of 2023! We appreciate that this is a busy moment for you all: between getting back into the swing of things, writing your self-assessment and navigating the modified promotion/reclassification process (event, please join us!), sometimes there’s not much time left over to ensure that you’re not missing out on what is due to you. Nevertheless, please do take a moment to check your annual leave remaining from 2022 and the options open to you, please note also that you have 10 new days of teleworking from anywhere (TWA) for 2023, please try to make full use of them. For those of you who do not find your name on the Certification list, act fast, you still have time to appeal. We also ask for your assistance in our ongoing follow-up survey on utilities costs. We are looking for a colleague to join our team: please have a look!

Certification: 5 days to appeal non-inclusion

*Update 02.10.2023: the deadline for applications for the 2023/2024 edition is Friday 6 October 2023 at 23:59 (Brussels time).* Original article: Well done and good luck to the 100 colleagues selected for interview: you’ve come this far, keep up the hard work! To everyone else, you have the option of appealing your non-inclusion, essentially asking the Joint Certification Committee to have a second look at your file.  Who can appeal? We count a potential 209 colleagues: the 194 colleagues whose application was considered eligible, but who were not selected for interview and the 15 colleagues whose application was not considered eligible. You can all appeal, but you must act fast. You have only 5 Commission working days starting from 05.01.2023. Please draft your text now! More than 12 days of annual leave remaining from last year?

*Update 13.12.2023: If you are sick for >20 days in a year then you have the right to transfer all of your annual leave to the following year. There is (currently?) no budget to automate this process. If are not able to do this yourself within sysper in January, it should be done on your behalf (for 2024 onwards) please check your days are credited to you. Colleagues in Kyiv to return to the office II

Since our last update on our Kyiv colleagues, we have been reaching out to colleagues of all categories in Kyiv. Hardship there continues: a situation ongoing since the outbreak of war (February 2022). Kyiv has been frequently shelled, there are power cuts many hours throughout the day; there are water shortages; sirens are going off frequently. Newsletter editorial – 19-12-2022

Welcome to this, the 17th and final edition of the Generation 2004 Newsletter for 2022. We wish you a very merry Christmas and a happy new year with a message from our chair. Generation 2004 is now 10 years old and we are happy with the most recent election results.  We share a potential quick fix for those with internal-competition language issues and we look at the additional and unreported costs related to the renewal of the laissez-passer. Our Harassment Watch Network colleagues have a new publication to coincide with the new anti-harassment framework and we provide an update on DG GROW. As ever, we proposed an end-of-year checklist for you and an invitation to our event on drafting your self-evaluation. In other news, our contract agent colleague has won his case against the Commission, well done! The Commission was wrong to apply the poast-2014 pension accrual and retirement age on him (‘Picard case’).  HR has now shared draft general guidelines to the Working Time and Hybrid Working (WTHW) decision.

Internal competitions – excluded again?

*Update 19.02.2025: ‘By default, all [internal] competitions will be cross-category.’ (Stay tuned: A new approach for internal competitions) This is excellent news and should now put the Commission on an even footing with the Parliament and other EU institutions. 10 years: look how far we’ve come!

Generation 2004 is 10 years old! What started with a petition in 2011 is, since at least 2020,  the largest single trade union or staff association (OSP) in the Commission. Thank you for the trust you have placed in us with your engagement and with your votes! You have given us the encouragement, support and energy to be your voice and to raise your issues in all possible discussions and domains.  We could not have come this far without you and we appreciate your input, examples and ideas on how to make the European public service fair, just and motivating. DG GROW: Reorganisation? Maladministration? Or how to pave the way for…what?

Our institution as well as our working and private lives have, in the recent past, undergone substantial change. So much so that the word reorganisation stopped soliciting any surprise. We are used to it and it happens everywhere and at reasonably regular intervals, such as before the arrival of a new Commission or Cabinets: the outgoing one might look to perhaps reshuffle things in order to accommodate their loyal staff within the services of the Commission.
