It’s the perfect storm of costs: increased consumption of utilities and higher bills due to teleworking meets increased energy costs due to the political situation and even higher bills. We intend to show the compounded effects of these two hits by comparing the snapshot we took at the end of 2021 with a new pic from now: we will republish our survey and ask you again to contribute. New working time and hybrid working committee

*Updated 04.05.2023: We raised the issue of the dissolution of all local part-time committees in the WTHW decision (Article 18(3) April, 2022) in the April 2023 Central Staff Committee plenary. It is not clear to whom those refused part-time work can now appeal, has the new and centralised Committee on Working Time and Hybrid Working (CTT) taken over all corresponding responsibilities? We will keep you posted. Hybrid working guidelines for DGs and Delegations, what should we expect?

Generation 2004 firmly believes that the EU institutions should focus on impact and output rather than the means of work.  When the pandemic has shown that, for many roles, teleworking can be as effective as office presence (and is considered equivalent), why does the EU appear to prefer to go back in time? Why burden colleagues with again finding balance, having to revamp their schedules and routines with the associated stresses in order to be present in their place of employment rather than letting them continue to telework in peace, efficiently, effectively, and happily? New decision on working time and hybrid working: summary of changes

It is April and the new decision on working time and hybrid working has come into effect. Generation 2004 was heavily involved in the discussion process with the administration and we would like to present you the main points of the new decision. The decision is rather complex: FAQs are available as well.

Before starting, please understand that this is a completely new decision and that many details will depend on your DG and your line manager. Therefore, we are especially interested in your feedback! How does your DG interpret the rules? Is it a flexible approach or a one-size-fits-all model? Is your DG rather strict on the amount of teleworking or can you use the full 60% available for “normal” cases?

It’s been two years of mandatory teleworking

16 March 2022: exactly 2 years since 100% teleworking became obligatory for almost everyone at the Commission.  On that first day in 2020 some of us did not even have an internet connection at home or a computer. New decision on working time and hybrid working: only Generation 2004 said no!

If you wonder what happened with the new Decision on Working Time and Hybrid working (WTHW) [1], here is the reply: all trade unions and staff associations (OSPs) except Generation 2004 accepted what is in the current draft and did not agree to continue the negotiations with the administration!

Generation 2004 was the only one among all OSPs to request Commissioner Hahn open a conciliation phase, the last possible option OSPs have in any negotiation with the administration [2].  This is a formal request to continue negotiations: there are too many points of disagreement still. Teleworking abroad in 2022? Here is the easy solution!

*update 19.02.2022: unfortunately the 14th edition of the teleworking guidelines (valid from 21.02.2022) have not applied the simple solutions Generation 2004 suggested below.*

We have listened to all of you who contacted us to enquire about teleworking from abroad/outside the place of employment (TWA) for this year. Many would like to have at least the same arrangements as last year so that they can request their 10 days of TWA now, while planning for the school holidays of Carnival and Easter. Flexibility days 2022 now available to request

For those of you keen to plan the year ahead and organising things to look forward to, note that the 2022 flexibility days are now listed on MyIntracomm and available to request in sysper. These are the three public holidays every year where you can choose to work and have the days back as annual leave [1].
