Appraisal dialogues are coming

Note that the option to reuse the text from previous appraisal means that the chat still takes place, but that there is no new input.* Orginal article: Many colleagues by now have finished their self-assessment and are awaiting the dialogue with their reporting officer. MyIntracomm has information on this dialogue, objectives, the report itself, the timeline and special situations, so is also worth a look (here is the somewhat less-detailed info for reclassification).

*Update 19.02.2025: ‘By default, all [internal] competitions will be cross-category.’ (Stay tuned: A new approach for internal competitions) This is excellent news and should now put the Commission on an even footing with the Parliament and other EU institutions. We hope that this inclusion is genuine and that the competitions are not  otherwise skewed to reduce participation. Participation in these competitions can be done in parallel to the certification: use all your options!*

We publish this early enough for you to make a start on listing your achievements, training and highlights throughout 2023 to avoid you having to hit the ground running in January. This conference explains the evaluation process and offers tips. Join us Tuesday, 9 January 2024, 12:00-13:30. We cover how to prepare your self-assessment and your one-on-one interview with your line manager (‘reporting officer’) [1] this is applicable both to the promotion (officials) and reclassification (Contract Agents, except 3b)[2]. Reclassification: 5 working days to appeal!

For all contract agent (CA) colleagues not proposed for reclassification and who feel the reason is not related to performance but to other reasons: change of unit/department, parental/maternity leave, change of line manager, personal conflicts etc. you can file an appeal in Sysper. Check out our instructions and  how to draft your text and the template below. Check Ares(2021)2467829 – 12/04/2021 CSC note on CA 3a (page 3) for average reclassification speeds and note that CA 3b staff cannot be reclassified meaning that, frustratingly, no matter how good your appraisal, there are no rewards associated with it.

Generation 2004 conference on 15/06/2023: How to draft an appeal

For those of you not proposed for promotion or reclassification and who feel the reason is not related to your performance but to other reasons: change of unit/department, parental/maternity leave, change of line manager, personal conflicts etc., you may file an appeal in Sysper.

Guilty until proven innocent… and punished forever no matter the outcome!

Original article: The Investigation and Disciplinary Office of the Commission (IDOC) is the European Commission service responsible for “ensuring compliance by (former) officials and other agents with their obligations as laid down in the staff regulations by conducting administrative inquiries and disciplinary proceedings in a fair, transparent and timely manner.”

IDOC procedures can be quite lengthy and often last several years. This is especially so in the situation where you are prosecuted in a civil court for a situation unrelated to your work but where, in parallel and linked to that civil case, you may be placed under an IDOC investigation. Until your civil court case is finished, the internal IDOC procedure will be pending (no matter how long that takes). There are situations suggesting that  some staff are less favoured, while some staff are evaluated as ‘not applicable’, regardless of how well they work. We found one more reason not to use the new option of transferring the report from the previous year: ad hoc input from panels and committees might need to be updated and the transfer does not allow for any modifications.
