Ignored efforts: Unfair outcomes

*Update 07.08.2024: answer from HR to our note.  Generation 2004 wrote to DG HR to point out a disparity in treatment faced by colleagues involved in the Selection Boards of Competitions. Those present on these boards represent either the staff representation or our own HR (‘the  administration’) and all of them invest a considerable time and effort.

Every year, the promotion and reclassification procedures, for officials and Contract Agents (CAs) respectively, go through several stages to culminate in formal recognition (or not) for the job performed during the previous years. How to increase your chances to get a promotion/reclassification in 2024?

*Update 17.04.2024 the note we drafted on behalf of the Central Staff Committee (CSC) requesting a full evaluation of the revamped evaluation template has been sent.*

Original article: The promotion/reclassification process is not particularly user-friendly. It’s not always clear how DGs choose who to reward, nor why some years appear to be better than others. Continue reading How to increase your chances to get a promotion/reclassification in 2024?

Appraisal dialogues are coming

*01.10.2024 we republish this article for anyone who needs it. Note that the option to reuse the text from previous appraisal means that the chat still takes place, but that there is no new input.* Orginal article: Many colleagues by now have finished their self-assessment and are awaiting the dialogue with their reporting officer. MyIntracomm has information on this dialogue, objectives, the report itself, the timeline and special situations, so is also worth a look (here is the somewhat less-detailed info for reclassification).

A couple of hints for this dialogue are in order [1]. Continue reading Appraisal dialogues are coming

Echoes of unhappiness

*Update 19.02.2025: ‘By default, all [internal] competitions will be cross-category.’ (Stay tuned: A new approach for internal competitions) This is excellent news and should now put the Commission on an even footing with the Parliament and other EU institutions. We hope that this inclusion is genuine and that the competitions are not  otherwise skewed to reduce participation. Participation in these competitions can be done in parallel to the certification: use all your options!*

Breaking Barriers: AST/SC colleagues may change function group?

*Update 26.08.2025 the updated time estimates for internal competitions are available under ‘planning’: please note some will take place SOONER than originally stated: don’t miss your chance!*

Original article: While we are thrilled to announce that our efforts have contributed to the announcement by DG HR, that in future, colleagues might have the opportunity to change function groups through internal competitions, it remains to be seen whether this inclusiveness is genuine or something which exists in theory only.  The wording of the announcement is for movement ‘within each function group’ but it does also mention specialised competitions which might include a ‘wider mix of staff categories and function groups’; a measured success.

Guilty until proven innocent… and punished forever no matter the outcome!

*Update 27.08.2024: Check out the the 2023 IDOC report.*

Original article: The Investigation and Disciplinary Office of the Commission (IDOC) is the European Commission service responsible for “ensuring compliance by (former) officials and other agents with their obligations as laid down in the staff regulations by conducting administrative inquiries and disciplinary proceedings in a fair, transparent and timely manner.”

IDOC procedures can be quite lengthy and often last several years. This is especially so in the situation where you are prosecuted in a civil court for a situation unrelated to your work but where, in parallel and linked to that civil case, you may be placed under an IDOC investigation. Until your civil court case is finished, the internal IDOC procedure will be pending (no matter how long that takes).
